Completed in spring 1999, the funeral home adjoins the cemetery entrance at 390 Hoyt Street SE. The building houses multiple chapels, reception rooms, private family rooms, and a display area for casket selection and memorial items. Off-street parking is provided. The cemetery grounds contain two outdoor/garden mausoleums—Sunrise Garden Mausoleum (1969) and Mountain View Garden Mausoleum (1991)—plus the historic Mount Crest Abbey Mausoleum with nine additions completed through 1981.
City View structures services into packages for convenience, with 24-hour funeral director availability. Packages include standard memorial books, acknowledgment cards and memorial folders (100 count), music system and electronic keyboard. Evening, weekend and holiday services incur additional charges.
City View Funeral Home and Cemetery traces its origins to 1893, when Jason Porter Frizzell—an Oregon Trail pioneer—established the cemetery on land just west of Salem Pioneer Cemetery. The property passed through two ownership families before Herman and Leta Johnston acquired it in 1949. Their niece Fern and her husband Bill Hilts took over in 1966, adding Salem's first outdoor mausoleum in 1968 and two crematories in 1970 and 1979. In 1985, their son Rick Hilts assumed management, and in 1999 oversaw construction of the current funeral home and reception facility. Today Rick and his brother Dave own and operate what remains Salem's only family-owned, full-service funeral home, cemetery, mausoleum and crematory at a single location.
The 390 Hoyt Street facility sits adjacent to the historic cemetery entrance, offering families seamless coordination between funeral services and final disposition. The property encompasses the 1914 Mount Crest Abbey Mausoleum—designed by noted architect Ellis Lawrence, who also created Salem's Elsinore Theatre and University of Oregon's Knight Library—plus two outdoor garden mausoleums and two on-site crematories.

A beautiful and quiet location. Parts of this cemetery are lovingly tended. Many areas look like a dollar store. It’s unfortunate that Salem’s oldest citizens and veterans reside in such an undignified and trashy environment.
